Government Adopts PPP On
The Federal Government in collaboration with the private sector, through the National Fire Detection And Alarm System (NAFDAS), is set to adopt a new innovative and practical approach to fire prevention and protection of life and property.

The idea, which was introduced to the public at the just-concluded Lagos International Fire Safety Conference in a Public Private Partnership (PPP), initiative was aimed at using world bench- mark technologies to network, monitor and alert fire fighting services through a real time Dispatcher Integration System.

Speaking with The Guardian, the Chief Executive Officer (CEO) of HOLYSIS, one of the partnering outfits, Oladimeji Adeleye, said the idea was to reduce to the barest minimum the impacts of fire disaster and its negative effects both on the economy and human.

He said it is high time government and all the key stakeholders took proactive measures aimed towards preventing fire disaster outbreak, develop scientific approach method to address the situation if and whenever it happens and to also look for the best possible means of mitigating the effects, in due time on victims.

Citing example of what some states have lost to fire disaster in the last one year, Adeleye said, if a state like Lagos recorded at least 82 casualties and lost property worth over N25.37 billion in one year to various fire outbreaks, “it is important to review the whole issues surrounding fire outbreaks management as the government is aiming to achieve in the partnership.”

He also made reference to the fire outbreaks in Borno State, in which he cited a data detailing the incidences between November 2023 and March 2024.

The data states that 80 reported fire outbreaks affected a total of 8,814 households (HHs), representing 44,095 individuals across 35 IDP sites in Borno State with a total of 27 casualties.

The data further showed that cases recorded represent an increasing trend. Not less than 32 incidences happened in February 2024 and 23 recorded in March with over 8, 857 shelters and other items destroyed.

According to Adeleye, the figures are worrisome and it requires a holistic approach to address. The NAFDAS project represents a significant leap forward in the collective efforts to protect life and property. The automatic notification of fire department and all stakeholders including the assets owners is accomplished through machine to machine communication links between assets/properties life safety systems and the NAFDAS monitoring platforms.

“The distributive and modular network architecture of the NAFDAS monitoring platforms including the fire trucks mobile alarm units targets three minutes response time. GPS locator, SMS alert, and telephone call by operators to the asset owners, managers or proprietors are all standard features in the innovation.”
