The new NISTA council will support infrastructure delivery in the UK

A new council has been formed, comprised of expert advisors for supporting the new departments operations

The new NISTA council has been established by the chief secretary to the treasury.

The council will provide advice to NISTA to complete their objectives

The new NISTA council will support implementation of strategy

The government has laid out a 10-year infrastructure strategy, which NISTA (The National Infrastructure & Service Transformation Authority) will help to deliver.

The council members have been made up of commissioners of the National Infrastructure Commission (NIC), and includes:

  • Sir John Armitt
  • Julia Prescot
  • Sir Tim Besley
  • Neale Coleman
  • Michele Dix
  • Andy Green
  • Jim Hall
  • Sadie Morgan
  • Kate Willard
  • Nick Winser

Most of these appointments are in effect until 31 December 2025. Sir John Armitt’s, Sir Tim Besley’s, and Sadie Morgan’s terms are due to end before then on their original end dates.

Sir John Armitt is the chair of the council, and closer to his term’s end date a campaign and due process to appoint a new chair and a new process for council membership will be launched.

NISTA has been launched to tackle infrastructure delivery

NISTA is a new body made to combine the activities and objectives of the National Infrastructure Commission and the Infrastructure and Projects Authority.

This will help to make the strategy and delivery of infrastructure more streamlined through reducing bureaucracy and red tape that projects need to overcome.

A report last year by the National Infrastructure Commission highlighted that a plan and strategic vision were sorely needed for infrastructure delivery, and that low delivery rates were pushing up costs.

At the time of launch (1 April), Darren Jones, chief secretary to the treasury, said: “NISTA will get a grip on the delays to infrastructure delivery that for too long have plagued our global reputation with investors. Today we are ushering in a new era for infrastructure delivery, restoring the confidence of businesses to invest and driving a decade of national renewal, powering growth across the country, and delivering on our Plan for Change.”

Sam Gould, the ICE’s director of policy and external affairs said: “The government’s decision to combine the NIC and the IPA in a new body with end-to-end responsibility for infrastructure is a huge opportunity. There’s wide acceptance that the UK needs infrastructure to meet its economic, environmental, and societal ambitions. It has faced recent delivery challenges, and NISTA has an opportunity to bridge the gap between strategic needs and delivering infrastructure that will benefit the public.

“Ahead of the 10-Year Infrastructure Strategy, NISTA has a short window to set out how it is going to approach these tasks. The right expertise to plan and successfully deliver infrastructure existed in the NIC and the IPA, now the focus needs to be on getting the job done.”
