The NEPO210 Highway surfacing works framework will last 8 years, from 1 November 2025 to 31 October 2033 on roads in North East England

Suppliers have been invited by procurement organisation NEPO(North East Procurement Organisation) on behalf of the Association of North East Councils for ‘early market consultation activities’ to help shape a future road resurfacing framework.

The £500m NEPO210 framework may apply to principal, non-principal and unclassified road networks and may include work away from the highway, such as car parks.

Surfacing works in NEPO210 include:

  • thin surfaces
  • anti-skid surfacing
  • improvement schemes
  • response to major emergencies
  • support to the winter maintenance function during weather events

Reactive works to the fabric of the highway may include, but are not limited to:

  • pothole repairs
  • patching
  • minor reinstatements
  • footway vehicle crossovers

The submission deadline is 16:00 on 2 May 2025

NEPO have published a preliminary market engagement questionnaire via its Open eTendering system. Questionnaire responses will help NEPO design the framework by providing the level of market interest and provide insight from suppliers on the shaping of the future provision.

NEPO will also hold a meeting via Microsoft Teams on 6 May 2025 between 10:30-11:30 am, with a presentation and an opportunity to ask questions in the session.

Suppliers must submit their questionnaire via Open by the 6 May deadline to confirm their attendance at the meeting on 6 May. Attendance is optional and does not provide suppliers with an advantage in any future related procurement. Presentations and Q&A from the session will be published as part of the procurement process.

Attendance also does not constitute as an intention to tender for any future related procurement.

Pending the shaping of the framework after market consultation, the tender notice is expected to be published on 26 June 2025.
