Director of Building Safety at the Building Safety Regulator(BSR) Philip White is stepping down from his role in “partial retirement”
Philip White will continue in his secondary role as chief inspector of buildings at the Health and Safety Executive(HSE).
He will leave the director of building safety role in September this year.
The BSR is “in the process” of appointing a permanent director of building safety
A HSE spokesman said: “Philip White has served as interim director of Building Safety at the Building Safety Regulator since December 2023.
“Mr White’s decision to only partially retire means that BSR will continue to benefit from his extensive experience as it enters its second year of operation.
“The BSR is in the process of recruiting a permanent Director of Building Safety. We look forward to working with his replacement on improving building safety and delivering safe and secure homes for residents.”
White is the second BSR chief to retire, following Peter Baker’s abrupt retirement shortly after the BSR launched the new regulatory plans in April 2023.
Speaking at the time of his appointment, White said “I hope my permanent appointment will ensure the BSR programme has the continuity of leadership it will need at a vital stage of developing the new regulatory regime.”
The BSR is having a tough week
The BSR has had a bruising start to the week, with the news of White’s departure coming one day after the Association of Construction and Quality Professionals (ACQP) called for the removal of the body from the Health and Safety Executive (HSE), citing critical structural and cultural incompatibilities that are undermining its ability to deliver the post-Grenfell reforms intended by the Building Safety Act.
In a statement issued to members and media, the ACQP said the current arrangement “risks repeating the very regulatory failures it was designed to prevent.”
