The Homes England housebuilding stats show a 12% increase in new home starts on site

Homes England’s latest statistics from 1 April 2024 to 31 March 2025 show a 12% rise in completions year-on-year

38,308 new houses saw starts on site, with 36,872 homes completed, according to the Homes England housebuilding stats.

The figures cover homes delivered under Homes England programmes, representing an increase of 12% in starts on site, and 5% in completions from the same period last year.

A majority of the homes are affordable homes

Of the 38,000+ homes started in the period, 30,087 of them are affordable homes, accounting for 79% of all starts in this period and a 0.6% increase from the previous year.

Furthermore, of these affordable homes:

  • 5,680 were for social rent (a 43% increase)
  • 2,800 were for intermediate affordable housing schemes such as shared ownership and rent to buy (a 27% decrease)
  • 2,665 were for affordable rent (an 18% decrease)
  • Tenure is still awaiting confirmation for 18,942 (a 1% increase)

The Affordable Homes Programme 2021-2026 delivered 96% of these homes, an increase from last year’s 74%. This jump is due to the Shared Ownership and Affordable Housing Programme (SOAHP) 2016-2021 closing to new business and delivering its final housing starts in March 2024.

The now-defunct SOAHP delivered 136,169 affordable starts on site, surpassing its original target of 130,000, with the last delivery of completions expected in March 2026.

Of the completions, 28,370 were affordable homes, an increase of 15% for this year and accounting for 77% of all completions. This increase is attributed to the Affordable Homes Programme 2021-2026.

This 28,370 encompasses:

  • 10,755 for affordable rent (an increase of 15%)
  • 11,883 for the Intermediate Affordable Housing Schemes (an increase of 13%)
  • 5,732 for social rent (an increase of 33%)

Several Homes England acquisitions are in the works

Most recently, in June, Homes England acquired Ripon Barracks, which is expected to deliver 1,300 homes.

This land, a former military site, was acquired via the Public Land Taskforce. The taskforce, with members from the Ministry of Defence, the Ministry for Housing, Communities and Local Government, and HM Treasury, looks at releasing land from the Defence Estate that is no longer useful or used, and handing it over for further development.

Eamonn Boylan, chief executive of Homes England, said: “The statistics published today demonstrate the commitment and determination of the sector to build the new homes and communities the country needs.

“It also shows the importance of programmes like the Affordable Homes Programme (AHP) to enable the delivery of these much-needed homes — and comes hot on the heels of the government committing a further £39 billion in funding to affordable homes over a 10 year period, giving confidence and certainty to the sector.

“We’ll be working closely with the government on the operationalisation of this funding over the coming months, alongside other new initiatives such as the creation of the National Housing Bank, whilst continuing to work closely with local leaders to understand local needs, and providers to ensure they have the support to meet that need.”
