Under the £15.8m ECI deal, Kier will deliver key upgrades at Portswood and Thornham to protect the environment and support future growth

The contract covers early-stage design and planning for nitrogen reduction works at Portswood Wastewater Treatment Works and the installation of UV disinfection at Thornham Wastewater Treatment Works.

The Early Contractor Involvement (ECI) appointment has been made under Southern Water’s Strategic Delivery Partner Framework for Asset Management Period 8 (AMP8).

Kier’s expertise will provide long-term solutions

At Portswood, near Southampton, Kier is implementing solutions to achieve a new total nitrogen discharge consent of 9 mg/l by 2030, in line with the Water Industry National Environment Programme.

At Thornham, near Havant, the project involves installing a UV disinfection system by 2027 to enhance shellfish water quality, alongside longer-term upgrades to expand treatment capacity for population growth. Potential options include converting the plant to an activated sludge process and constructing new assets south of the current site.

Rob Campbell, operations director, Water for Kier Natural Resources, Nuclear & Networks, said Kier is “excited to be taking on the first projects awarded to us under Southern Water’s Strategic Delivery Partner Framework.”

He highlighted the challenges of the sites, noting that “these are two technically complex schemes on constrained sites, and we’re bringing our expertise to shape the right long-term solutions.”

Campbell added that “this early collaboration sets the tone for how we’ll work together throughout AMP8, aligned, agile and focused on delivering real value for communities and the environment.”

The success builds on Kier’s recent contract wins with Severn Trent, Anglian Water, and Wessex Water.
