The interim chief construction adviser will advise on building safety

Architect Thouria Istephan has been appointed by the Ministry of Housing, Communities & Local Government, to provide expertise to the government

Acting as chief construction adviser, Thouria will provide expert and independent advice to ministers regarding building safety and regulatory reforms.

Her job will be to prioritise safety, delivery, and accountability while the built environment evolves with reforms.

Thouria has extensive experience

As an architect, Thouria has already worked with the government on major safety issues, having participated in the Grenfell Inquiry panel. Before that, she worked at various international design and architectural practices.

She has worked in roles including construction design management manager, partner, and technical design deputy.

Her appointment as chief construction adviser will last for 12 months as an interim appointment, before the government makes the role a permanent one next year.

Interim chief construction adviser, Thouria Istephan, said:

“This role enables me to apply my extensive architectural experience, together with insights gained through my work on the Grenfell Tower Inquiry. It represents a unique opportunity to provide independent advice that promotes progressive and proportionate standards.

“I am committed to playing my part in addressing the devastating consequences of past failures – on people, on the environment, and on the innocent lives lost – as well as the enduring emotional and financial burdens that so many continue to face.”

The minister for building safety, Samantha Dixon, said: “Ms Istephan brings extensive experience and a strong commitment to public service that will bring valuable insight and meaningful change to building safety in this country.

“Her work will drive the transformation needed to restore trust and improve safety, accountability and confidence across the sector.”

The chancellor also has a new planning adviser

Earlier this month, planning lawyer Catherine Howard was appointed to act as planning and infrastructure adviser.

Catherine will use her expertise and specialisations in major infrastructure projects to advise both chancellor Rachel Reeves and housing secretary Steve Reed on issues related to planning and infrastructure.

Catherine Howard said: “It is a privilege to take on this position as the Chancellor’s Infrastructure and Planning Adviser, helping the government to achieve a step-change in how we deliver major infrastructure and housing.

“With the right framework in place, good decision-making can enable swift progress – improving our natural environment and supporting the government’s Growth Mission. The Planning and Infrastructure Bill makes major strides towards this goal. I look forward to working with stakeholders to consider how we build on this important agenda.”
