Up to 3,500 homes could be delivered on the site of a former Colman’s Mustard and Robinsons squash factory

The East Norwich brownfield site, Carrow Works is 17 hectares close to Norwich city centre.

Homes England will now work with Norwich City Council to develop proposals for the site with residents, stakeholders and local organisations.

A new urban quarter for Norwich

Carrow Works has previously been identified as a part of the wider East Norwich Strategic Regeneration Area (ENSRA), which was identified by Norwich City Council as a location that could deliver up to 3,500 homes.

The strategy also identifies it as a potential area for employment space, public spaces, and improvements to access to the Wensum and Yare rivers.

Alison Crofton, chief regional delivery officer at Homes England, said: “The acquisition of Carrow Works marks a significant step forward in the regeneration of East Norwich and toward the delivery of a new vibrant community.

“This is a prime example of how Homes England is working collaboratively with Norwich City Council to turn this complex brownfield site into a thriving neighbourhood that will provide much-needed homes.”

Homes England are making strides this year

Last month, Homes England opened access to its Social and Affordable Homes Programme (SAHP), which will support housing providers from a £27bn pot.

The programme is open from 2026-2036, and has the potential to accelerate the construction of hundreds of thousands of new homes for social or affordable rent, or shared ownership.

Housing and planning minister, Matthew Pennycook said: “Today marks an important milestone in the government’s ambition to deliver the biggest increase in social and affordable housebuilding in a generation as we open our new Social and Affordable Homes Programme for business.

“Working in close partnership with the sector, we have given providers the funding and regulatory certainty they need and we’re now calling on them to come forward with bold, ambitious bids so we can kickstart a decade of social and affordable housing renewal.”
