Glass is one of the defining materials of the modern built environment. It shapes our skylines, forms the facades of offices, homes and public buildings, improves building performance, supports energy generation through solar technologies and helps deliver the light-filled spaces expected in contemporary architecture.
Yet despite its importance, glass has remained something of an outlier. It is one of the last major construction materials without a globally recognised framework for responsible production.
Certification schemes such as FSC for timber, ASI for aluminium and ResponsibleSteel for steel are now firmly embedded within construction procurement, giving buyers greater confidence in provenance, environmental performance and supply chain accountability.
Glass, by contrast, has lacked a common reference point against which progress can be assessed and best practice recognised.
An international standard for glassmaking
As pressure grows to understand not just what buildings are made from but how those materials are produced, the absence of a common standard for glass is becoming increasingly difficult to justify.
For manufacturers of glazing systems, windows and facade products, the ability to demonstrate sustainability performance through trusted and comparable data will soon move from a competitive advantage to a market expectation.
In response, ResponsibleGlass this month released the first draft of the ResponsibleGlass International Standard for Glassmaking for public consultation.
Developed through collaboration across the value chain, the proposed framework is an important step towards establishing a common approach to responsible glass production and providing the industry with greater clarity and consistency.
This isn’t a standard glassmakers have written for themselves, in a room of their own making. ResponsibleGlass brings together organisations from across the wider value chain, including raw materials producers such as WE Soda; engineering, sustainability and technical experts including Arup, ERM CVS and DSS; architects such as Waugh Thistleton Architects; construction firms including Bovis; end users and manufacturers such as Jaguar Land Rover (JLR); and sustainability organisations including Climate Group.
Together, our 23 founding members and supporters employ more than 150,000 people and represent approximately $90bn in annual revenue. This breadth of participation reflects a growing recognition that sustainability challenges cannot be solved by any one part of the value chain acting alone.
A growing challenge for construction
The construction sector is under increasing pressure to understand the sustainability impacts of the materials it uses.
Over the past decade, expectations have evolved rapidly. It is no longer enough to know whether a product meets a performance specification or comes with a carbon footprint calculation. Clients, investors and regulators increasingly want evidence of responsible sourcing, transparency across supply chains, environmental performance and social responsibility.
This has driven the emergence of industry-wide standards in sectors such as forestry, steel and aluminium. Glass, however, has remained an exception.
While many glass manufacturers have made significant sustainability commitments, there has been no consistent framework for defining good practice across the industry or enabling meaningful comparison between producers. As a result, sustainability data can be difficult to interpret and procurement decisions more challenging than they should be. That’s the gap ResponsibleGlass was founded to close.
Looking beyond carbon
One of the most important aspects of the draft standard is that it recognises sustainability cannot be reduced to a single metric.
Glass can have an extraordinarily high carbon footprint. It is estimated that glassmaking is responsible for 95m tonnes of CO₂ emissions globally each year, meaning that decarbonisation remains a critical priority for the sector.
However, sustainability challenges do not start and end at the furnace. The draft also covers responsible sourcing of raw materials, water stewardship, biodiversity, occupational health and safety, labour rights, human rights, transparency and circularity.
It asks companies to understand the impacts tied up in inputs like silica sand, soda ash, recycled glass and energy sources, and to show, not just claim, how those impacts are managed, reflecting a broader shift that is taking place across the built environment.
Circularity in particular deserves attention. Glass is one of the most recyclable materials we have, in principle, but recovery and reuse rates swing wildly depending on product type, collection infrastructure and how well end-of-life management actually works in practice.
The draft standard leans hard into recycled content, recovery rates and the design choices that determine whether glass gets a second life or ends up in landfill. It also pushes manufacturers to think harder about how design decisions ripple through a product’s use and eventual disposal.
As the industry becomes more sophisticated in its sustainability expectations, the focus increasingly moves from individual product attributes towards understanding the full story behind the materials used.
Transparency as a driver of progress
Transparency sits at the centre of all this. Under the proposed framework, participating facilities would need to publicly disclose sustainability indicators – greenhouse gas emissions, recycled content, energy use, water performance and responsible sourcing metrics – using consistent definitions and methodologies, so the numbers mean the same thing from one facility to the next.
When data is measured consistently and reported transparently, it becomes easier for architects, developers and contractors to compare suppliers and make informed decisions. In an era that is marked by fears of greenwashing, it moves conversations away from broad sustainability claims and towards evidence-based performance.
Transparency also builds accountability. It rewards the organisations actually investing in improvement, rather than the ones simply talking about it, and that in turn, pushes the whole industry forward.
Building a standard through collaboration
Collaboration sits at the heart of this process, which is precisely why we are consulting rather than simply publishing a finished standard. This draft has been developed through engagement with stakeholders across the glass value chain and is now subject to a 60-day public consultation, running from 20 July to 18 September 2026.
We want to hear from manufacturers but also from customers, policymakers, sustainability experts and civil society organisations who see the industry from angles we might miss.
The most successful sustainability frameworks are those developed through broad participation and informed by the practical realities faced by industry. Consultation helps ensure standards are ambitious enough to drive meaningful change while remaining credible and implementable in practice.
Ultimately, the ResponsibleGlass standard is about creating clarity in a rapidly changing market. As sustainability expectations continue to grow across construction, decision-makers need trusted, comparable information that allows them to assess the materials they specify and procure with confidence.
Glass has an important role to play in delivering a more sustainable built environment. But achieving that potential requires a shared understanding of what responsible glassmaking looks like, backed by evidence rather than assertion.
The publication of this draft standard is the beginning of that process. Through consultation and collaboration, we have an opportunity to build a framework that improves transparency, drives continuous improvement and gives the construction industry a common language for sustainable glass.
