Climate change is already shaping the way places are planned, designed and delivered across the UK. More than 300 UK local authorities have declared climate emergencies, subsequently setting net or near-net zero carbon targets and increasingly ambitious sustainability policies within Local Plans. Planning committees routinely approve applications with conditions requiring carbon reduction, improved energy efficiency and renewable energy generation.
Yet for many planning officers, one question remains difficult to answer with confidence: are these requirements delivering measurable carbon reductions in their local authorities? And, if not, what more can be done to reduce carbon in line with climate commitments?
The UK Net Zero Carbon Buildings Standard has the potential to play an important role in the planning process. Developed by the industry, for the industry, the standard provides a consistent methodology for defining and verifying buildings as net zero carbon aligned.
For an industry that has long struggled with inconsistent definitions, varying methodologies and the risk of unsubstantiated net zero claims, this is a significant step forward. The standard offers a clearer route to understanding what credible decarbonisation looks like and how it can be measured.
Credible decarbonisation
The appeal of the standard is clear: it provides a common definition for developers, planners, investors and occupiers to understand what credible net zero alignment looks like.
At present, many local authorities are trying to respond to climate commitments through planning policy but do not always have the technical resource, evidence base or consistent methodology to do this in a meaningful way.
Requirements to “minimise emissions” or “maximise sustainability” can be difficult to interpret, assess and enforce. They may secure positive design intentions at planning stage, but they do not always guarantee performance once a building is occupied.
The standard offers something more tangible by setting a framework for assessing predicted operational energy and upfront carbon, supported by specific, science-based targets. In doing so, it could help move planning and development discussions from aspiration to delivery.
For local authorities, this could provide greater confidence when reviewing development proposals. For developers, it could reduce uncertainty created by differing expectations across council areas and support earlier conversations on design, viability and energy strategy.
The route into policy
To demonstrate net zero alignment, the standard requires one full year of building operation. This requirement essentially removes the ability for local authorities to simply require verification of buildings against the standard.
However, earlier this year, the standard released “PC-on-Track”, allowing checks to be carried out at practical completion to predict whether the building is on track to meet the standard once occupied and in-use. The release of this pre-occupation check could provide a more practical mechanism for the standard to be incorporated into Local Plans and sustainability guidance.
An added complexity stems from the proposed changes to the National Planning Policy Framework, which would essentially restrict local authorities from requiring standards that go beyond Building Regulations. These proposed changes intend to limit variation between local authorities, providing national standardisation for development to achieve.
In this context it is doubtful there will be immediate appetite to bring the standard into local policy, but could it become a mandatory national requirement?
A balance of priorities
Many commercial developers already go beyond Building Regulations in response to market demand. But in housing, decades of undersupply mean any new requirements must be balanced against the urgent need to increase delivery. Is it realistic to ask housebuilders to adopt an onerous new standard at a time when as a nation we are trying to significantly increase delivery of new homes?
However, the increasing frequency and intensity of extreme weather is a clear reminder of why tangible decarbonisation at scale is needed. The challenge is ensuring that higher sustainability standards are introduced in a way that supports, rather than slows, delivery.
Encouragement before compulsion
A pragmatic route is to encourage and monitor use of the standard before considering whether elements of it should be mandated. The standard has recently announced Performance Evaluations, enabling buildings to show which of the requirements are being met. This new designation will encourage transparency and knowledge sharing, allowing the industry to upskill and supporting achievement of the full standard in future.
While operational carbon emissions are addressed through Building Regulations Part L – and are expected to significantly reduce through grid decarbonisation, the carbon emitted through construction of buildings and material production is unregulated.
For the UK to achieve its carbon and climate targets, the upfront carbon of new buildings must be addressed. Government could implement Part Z, the long-awaited proposal to set limits for upfront embodied carbon for all major building projects. As part of this, the standard could be referenced in national guidance as a recognised best practice framework.
A realistic path forward
The UK Net Zero Carbon Buildings Standard represents genuine progress and provides something the sector has lacked – a credible, consistent way to define and verify net zero claims.
But its influence will likely grow through market adoption, national guidance and incremental regulatory alignment, rather than through immediate national mandate. For developers and asset owners, the question is not whether compliance will become compulsory but whether early alignment offers strategic value in a market increasingly shaped by sustainability performance.
The proposed changes to the NPPF promote greater standardisation across planning policy, reducing the ability for local variation. As such, the focus should be on how the standard is referenced within national policy, alongside the introduction of new Building Regulations, such as Part Z, to address the significant gap in currently unregulated upfront carbon emissions.
The standard’s long-term success may depend less on whether it is adopted wholesale into policy and more on whether it becomes the benchmark the industry, investors and policymakers increasingly expect.
