The Construction Leadership Council (CLC) and BIM in Asset Management (BIMinAM) have launched a public consultation on new guidance aimed at improving the quality of as-built and handover information across construction projects
The draft ‘As-Built & Handover Information: Requirements‘ sets out expectations for building information to be accurate, complete, trustworthy and fit for use throughout an asset’s operational life.
The draft requirements are intended to give those receiving building information a clearer framework for:
- specifying the information required at project completion
- assessing the quality and suitability of information provided
- identifying information that should not be accepted
- ensuring information is quality-assured and trustworthy
- confirming that required information is delivered before project completion.
Developed by an industry Task and Finish Group convened by the CLC Building Safety Group, Portfolio 4: Building Occupation, the guidance was produced with technical experts from BIMinAM.
It is intended to apply across all types of construction and building work, including:
- new-build developments
- refurbishment projects
- retrofit schemes
- replacement works
- commercial and residential buildings of all sizes and complexity.
More than 100 representatives from across the built environment contributed to the guidance. The CLC and BIMinAM are now seeking responses from organisations and individuals involved in the design, construction, ownership and occupation of buildings.
The consultation opened on 2 September 2026 and closes at midday on 16 October 2026.

Anthony Taylor, chair of the Task and Finish Group, said:
“This is a significant contribution to getting the right information to the right person at the right time. It sets clear expectations across the built environment for delivering accurate and trustworthy information to those who will operate the building at the end of every project.
“It will also support the creation of accessible and accurate electronic building records. The next phase of the work will consider how information of the required quality and content should be collated—and who should be responsible for doing so.
