
The Homes England Social and Affordable Homes Programme (SAHP) will financially support providers with a minimum of £27bn
From today, bidding is being welcomed for the Homes England housing programme for 2026-2036.
The SAHP is intended to accelerate the construction of hundreds of thousands new homes for social or affordable rent and shared ownership.

A major investment into social and affordable housing
Homes England alone is funding the programme for £27bn, with further government support bringing that figure up to £39bn.
Bidding guidance has been published alongside this to help partners create strong proposals.
Housing and planning minister, Matthew Pennycook said: “Today marks an important milestone in the government’s ambition to deliver the biggest increase in social and affordable housebuilding in a generation as we open our new Social and Affordable Homes Programme for business.
“Working in close partnership with the sector, we have given providers the funding and regulatory certainty they need and we’re now calling on them to come forward with bold, ambitious bids so we can kickstart a decade of social and affordable housing renewal.”
Amy Rees CB, chief executive of Homes England, said: £The launch of the Social and Affordable Homes Programme marks a significant step in accelerating the delivery of much-needed affordable housing across England.
“Our updated bidding guidance clearly sets out what we are looking for: high-quality, deliverable schemes that prioritise social rent and demonstrate strong value for money.
“We are not just accelerating the supply of new homes, but reshaping the future of affordable housing across the country, driving forward the government’s ambition to build 1.5 million new homes in this parliament and helping to create new vibrant, thriving communities.”
Homes England are making an impact on new housing
Earlier this month, it was announced that the Home Office had released and handed over the site of the former HMP Northeye prison to Homes England, ready to be redeveloped into new homes.
Rother District Council have had the site pinned for housing since the 2019 Local Plan and emerging Local Plan were published.
At the time, Amy Rees said: “The transfer of the Northeye site represents not only a significant local milestone but also a clear example of Homes England’s national strategy in action, unlocking public land, working in partnership with places, and helping to deliver the homes and places communities need for the future.
“This transfer means we can now start work to bring the former Northeye site back into use. By working with the council and the local community, we want to help deliver new homes that meet local needs and support Bexhill’s future.”
