A Strategic Place Partnership (SPP) has been signed between the government housing agency and the York and North Yorkshire Combined Authority (YNYCA) for housing and regeneration

The Homes England Yorkshire partnership means the combined authority will have greater access to funding, capacity, and expertise provided by Homes England.

The agreement solidified the alignment of strategic priorities between the two entities.

Teams will now cooperate on placemaking in the area

Plans for both housing and regeneration in Yorkshire will be made with a focus on placemaking ambitions, with potential for 2,500 new homes. Some projects have already been confirmed, including Maltkin and Elvington Garden Village.

This agreement marks the ninth SPP for Homes England with mayoral authorities in England.

Pat Ritchie CBE, Chair of Homes England, said: “Our Strategic Place Partnership with YNYCA signals our commitment to working with, and for, local leaders to drive real growth in their communities.

“In York, for example, we are already working with partners including Network Rail, the City of York Council and the National Railway Museum to drive forward the transformation of York Central, one of the UK’s largest brownfield sites, into new homes, cultural spaces and infrastructure.”

David Skaith, mayor of York and North Yorkshire Combined Authority, added: “Across York and North Yorkshire, we are in the midst of a housing crisis, with some of the most expensive homes in the UK. With over 10,000 households on housing waiting lists in our region, we must act now.

“We need to build the right homes in the right places, ensuring people in all our towns, cities and villages can stay and live in our region.

“Bringing together Homes England, our councils and key organisations through the York and North Yorkshire Strategic Place Partnership will help us all deliver on our shared vision to get building.”

A productive year for Homes England

In July, Homes England secured a rental deal in Birmingham, collaborating with NatWest and the West Midlands Combined Authority, to support 1,000 rental homes in Digbeth.

Funding from Homes England and collaborators will support the first phase of the Stone Yard project, delivering 605 new homes in four housing blocks.

Shortly before that, Homes England published statistics covering 1 April 2024 to 31 March 2025, finding a rise of 12% in number of homes built. 38,308 new houses were started on site, and 36,872 homes were completed in that time.

30,087 of these homes are affordable homes, making up 79% of the total, and being made up of 5,680 for social rent, 2,800 for intermediate affordable housing schemes, 2,665 for affordable rent, and 18,942 awaiting tenure confirmation at the time.
