The Irish government is seeking comments on the draft amendments to Part D of the Second Schedule of the Building Regulations (Materials and Workmanship) and the associated draft Technical Guidance Document D- and MMC Ireland is building a response
What’s happening?
A public consultation has been launched on changes to Part D (Materials and Workmanship) of the Building Regulations.
- Deadline: 30 April 2026
- Who’s running it: The Department (Ireland)
- Why: To align national rules with the new EU Construction Products Regulation 2024 (CPR 2024)
What is CPR 2024?
The Construction Products Regulation 2024 (Regulation 2024/3110) is a major EU update that:
- Strengthens the single market for construction products
- Supports sustainability (resource efficiency, circular economy)
- Pushes digitalisation (e.g. product data, traceability)
- Aims for a more competitive construction sector
What changes are being proposed?
1. Alignment with CPR 2024
- Ensures Irish Building Regulations reflect the updated EU framework
- Removes ambiguity between national and EU requirements
2. CE-marked products clarification
- Clarifies the legal standing and acceptance of CE-marked construction products
- Likely reduces uncertainty for designers, contractors, and certifiers
3. Expanded definition of “proper materials”
- Broadens what qualifies as acceptable materials under regulations
- Could impact:
- Modern Methods of Construction (MMC
- Innovative or non-traditional materials
4. Updates to Technical Guidance Document D (TGD D)
- Improved structure and readability
- Makes it easier for practitioners to interpret compliance requirements
Why this matters
If you’re involved in construction, design, manufacturing, or compliance:
- Designers/engineers: clearer rules on acceptable material
- Manufacturers: better alignment with EU certification (CE marking)
- Contractors: reduced ambiguity in product selection
- Sustainability professionals: stronger push toward greener materials
How to contribute
If you want your views included in the MMC Ireland response:
- Send input to: info@mmcireland.com
- Do this before they compile their submission (ideally well before 30 April)
If you’re thinking of responding…
Strong contributions often focus on:
- Practical challenges with CE-marked product
- Barriers to innovative / offsite / MMC materials
- Gaps or confusion in current TGD D
- Opportunities to improve sustainability and circularity
