Liverpool regional mayor Steve Rotherham has announced a £2bn housing plan to deliver over 63,000 new homes across 300+ sites
Following a recently announced £700m investment in social and affordable housing for the Liverpool region, mayor Steve Rotheram has launched a plan asking the combined authority to investigate new housing sites, with view to build a potential 31,000 new homes in Liverpool itself.
The Liverpool City Region (LCR) Housing Pipeline outlines proposals that could boost housing delivery and regeneration drives, on priority sites identified via a strategic place partnership (SPP) with Homes England.
Locations for the potential new homes in Liverpool
| Locations | Sites | Units |
| Halton | 71 | 9,930 |
| Knowsley | 31 | 2,9991 |
| Liverpool | 71 | 31,264 |
| Sefton | 48 | 7,723 |
| St Helens | 45 | 5,602 |
| Wirral | 44 | 6,526 |
| Total | 310 | 64,044 |
Endorsement of the plans will enable supporting infrastructure to be designed
At a January 23rd meeting, combined authority members will be asked to approve the pipeline and endorse the creation of a Housing Investment Fund, aimed at unlocking stalled sites and accelerating delivery.
The first phase of the project estimates needing around £1bn of public subsidy to deliver 139 developments. Achieving the full potential of the identified 310 sites will cost £2bn, according to the mayor’s plans. This is to offset the financial viability concerns around urban development of new homes- often considered more costly than more profit-minded projects.
The combined authority will also be asked to approve of establishing a mayoral development corporation (MDC) to support the delivery of new homes in Liverpool. The MDC will begin by focusing on the North Docks area, with plans to develop a model that can be deployed effectively across other regeneration sites in the wider Liverpool area.
A meeting will be held with stakeholders on 5th February
The combined authority will meet with contractors, developers, investors, local authorities and housing associations to find ways to speed up delivery of the new homes in Liverpool.
This event will also see the launch of the new ‘LCR Developer Forum’, designed to build confidence in the market and support developers.
Mayor Steve Rotheram said:
“Right now, too many families across our city region are being priced out or left waiting while good sites sit stalled and unused. This plan is about changing that. By using our powers, backing our local councils and working hand-in-hand with housing associations and Homes England, we can unlock difficult sites, get spades in the ground and build the homes our communities actually need.
“With the biggest investment in social and affordable housing our region has ever seen, we’re proving that when decisions are taken locally, we can move faster, attract investment and deliver real change – not just for today, but for the next generation too.”
Homes England northern director Duncan Inglis said: “Through our strategic place partnership, we’re helping to tackle the barriers to development and ensure that these homes are built where they’re needed most – supporting vibrant communities and sustainable growth.”
