Amy Rees CB will help to tackle the housing crisis head-on by accelerating the delivery of new homes as the new CEO of Homes England
Homes England’s ambitious housing and regeneration agenda is committed to delivering the government’s target of 1.5m new homes over the course of this parliament.
From 8th September, Amy Rees CB will take on the role as CEO of Homes England, and will contribute her vast experience to help reach this bold target.
Rees will work with the government as well as Homes England stakeholders to bring forward transformation, regionalised delivery, stronger partnerships, and alignment with policy and priorities.
She will report to the Homes England board and be accountable to the Deputy Prime Minister and Secretary of State for Housing, Communities and Local Government, Angela Rayner, as well as to the Housing Minister and Parliament.

Rees has worked previously as chief executive of Prisons and Probation and director general for Probation, Wales and Youth Justice, demonstrating her ability to lead complex systems effectively. She was awarded Companion of the Bath (CB) for services to justice earlier this year.
Deputy prime minister and housing secretary, Angela Rayner, said: “Today marks a momentous step for Homes England and I am delighted that Amy will be leading the charge to help us turn the tide on the housing crisis.
“I know Amy’s exceptional leadership and track record makes her the ideal choice as we work together to build 1.5 million homes, deliver the biggest expansion in social and affordable housing in a generation, and raise living standards in every region across the country.”
Homes England making strides in housebuilding
In July, Homes England secured a £200m deal with NatWest and the West Midlands Combined Authority, as well as Aviva and Moda, to regenerate and support a rental community in Digbeth, Birmingham. The deal will consist of 995 new homes over seven housing blocks.

“Stone Yard is a prime example of how the Agency works collaboratively with both public and private partners to achieve our mission to build much-needed new communities that people can be proud to call home.
“This funding agreement also represents how Homes England works with Mayoral Strategic Authorities by aligning investment, unlocking opportunity, and delivering at scale through Strategic Place Partnerships.”
At the start of July, Homes England also published stats covering April 2024 to March 2025, marking a rise in new housing completions of 12%.
