As part of a pilot scheme in the Royal Borough of Kensington and Chelsea (RBKC), planning applications, comments, and research are to be simplified with a new online planning portal

A new digital planning portal, Atlas, has launched as part of a broader Government initiative to modernise the UK planning system. Backed by the Ministry of Housing, Communities and Local Government (MHCLG), the platform aims to reduce inefficiencies, improve transparency, and enhance public engagement in the planning process.

Developed in collaboration with digital land platform Addland, Atlas provides a faster, more intuitive experience for developers, architects, planning consultants, and local residents seeking up-to-date information on planning applications, decisions, and appeals.

The platform’s development was informed by extensive consultation with key stakeholder groups, including estate agents, architects, developers, planning officers, and local residents—ensuring the system meets the practical needs of those who use planning data daily.

RBKC, which played a leading role in the project, adopted a resident-first approach throughout the development process. The user interface and functionality were co-designed in partnership with three local resident societies, bringing critical community insights into the final product.

Involving residents in the planning process

Cllr Johnny Thalassites, lead member for planning and environment at Kensington and Chelsea Council, said:  “We are making it easier than ever for residents to get involved in the planning process. We know it is too hard for many people, especially the time-poor, to navigate planning applications.

“That is why we have worked with Addland to become the best in this space. The new system means you can find planning applications and relevant policies in a couple of clicks, with interactive maps that bring schemes to life.

We couldn’t have done this without the help of residents, who gave up their time to make sure the platform genuinely works well for everyone.”
