The Skanska executive shake-up will mean new responsibilities for HS2 and engineering

Andrew English is leaving his role of executive vice president at Skanska as four others take on executive responsibilities in the company

The Skanska executive shake-up sees Dan Williams, former managing director, promoted to executive vice president, building services.

The shake-up also sees CFO Meliha Duymaz take responsibility for HS2 Ltd, executive vice president and CCO Adam McDonald hold interim responsibility for infrastructure operations, and executive vice president Terry Muckian will take on long term responsibility for Cementation Skanska.

Dan Williams will report directly to president Katy Dowding

In his new role as executive vice president, building services, Dan will take on responsibility for the Skanska Building Services operating unit, including the mechanicals and electrical engineering business, SRW, and the facilities management operation.

President & CEO Katy Dowding said: “Dan’s deep knowledge and strong relationships with customers in MEP and facilities management will bring valuable insight to our executive management team. With Andrew English leaving the company, CFO Meliha Duymaz will now take on responsibility for Skanska’s work on HS2 Ltd.

Regarding English’s departure, Katy Dowding said: “I wish Andrew the best for the future and thank him for his contribution leading the infrastructure and HS2 operations.”

Skanska HS2 contracts are under renegotiation

In July, the process of renegotiating contracts for civils works began, including with Skanska Costain Strabag JV.

This reset came as the previous contracts are lower value for money, with not enough incentive being given to ensure work is completed quickly, and not enough room for penalising firms that underperform. Scope and value can also be continually negotiated to reflect shifting market conditions.

Contracts are also being renegotiated with Align JV, Balfour Beatty Vinci JV, and Eiffage Kier Ferrovial Bam JV.

Criticism was levelled at these contracts as well as other aspects of the project’s management in the Public Accounts Committee’s report, HS2: Update following the Northern leg cancellation, which said: “The High Speed Two (HS2) programme has become a casebook example of how not to run a major project.”

Sir Geoffrey Clifton-Brown MP, chair of the Public Accounts Committee, said: “It is ultimately the Department of Transport that has failed to manage this enormous project and manage HS2 properly. This is likely to have wasted billions of pounds of taxpayers money in delays and overspends. The department as well as resetting the project must now reset itself to manage this project to a workable conclusion in line with the eventually agreed budget and timescale. To do this they will need to employ people with the correct range of skill sets to critically supervise and oversee this huge project. This is the only way to salvage its severely tarnished reputation. We expect to see a real improvement when we next examine this matter.”
