For many years, heat networks have been regarded positively as a route to decarbonising our buildings. Despite this support, uptake in the UK has remained rather limited.
When we look to our European counterparts, we see a different story. District heating is much more commonly integrated into their energy infrastructure. In the UK, we have struggled to build market confidence, and concerns remain about the cost and its impact on service quality.
That is beginning to change. The government’s ambition for heat networks to supply around 20% of the UK’s heat demand by 2050, coupled with new regulation, is creating the conditions for wider deployment.
The conversation is no longer centred on whether heat networks have a role to play, but on how projects prepare for them. For developers and design teams, that represents an important shift.
How do we make a policy a reality?
Heating remains one of the UK’s biggest decarbonisation challenges, accounting for around 40% of national energy consumption and more than 20% of greenhouse gas emissions. Reducing emissions from heat is essential if the UK is to achieve its net zero ambitions, while also reducing exposure to volatile energy prices and addressing the wider impacts of inefficient buildings.
Heat networks have increasingly been identified as part of that solution. In countries such as Denmark, a significant proportion of buildings already use a combination of technologies, including large-scale heat pumps, waste heat recovery, and geothermal energy. In the UK, adoption has been far slower, but government policy is now placing greater emphasis on expanding heat networks where they are the most efficient means of delivering low-carbon heat.
Regulation is changing expectations
The introduction of the Heat Network Technical Assurance Scheme (HNTAS) and heat network zoning signals a move toward a more consistent and structured market.
Expected to launch in 2027, HNTAS will establish mandatory standards covering the design, construction, and operation of heat networks. Importantly, the proposals go beyond major district heating schemes to include many smaller communal networks commonly used in residential developments, broadening the project’s consequences for a wider range of schemes.
Alongside this, heat network zoning is intended to identify locations where networks offer the most workable solution for low-carbon heating. Developments within these areas may be expected to connect, or at least demonstrate that they can do so in the future, which should be factored into project planning from the outset.
The regulations we operate under are also changing. Since January 2026, heat networks have been regulated by Ofgem, and further oversight of pricing and performance is to follow. Together, these changes are designed to improve consumer confidence in schemes and encourage greater investment in the sector as a whole.
Why early decisions matter
As heat networks become more widely deployed, they are beginning to influence decisions much earlier in the design process. Projects located within or close to designated heat network zones may need to consider future connections from the outset. Internal heating systems must also be capable of operating efficiently at the lowest temperatures encountered in modern heat networks, so these requirements should inform early design choices.
Leaving these considerations until later stages can lead to redesign, additional cost, and unnecessary programme delays. This also places a greater emphasis on coordination across project teams. Heating strategies are no longer exclusively about selecting a plant or equipment. They increasingly require consideration alongside wider energy strategies, infrastructure requirements and long-term building performance, bearing implications for delivery and coordination.
Heat networks are becoming a wider means of heating buildings. Projects should prepare for that transition early to meet changing expectations and support the UK’s wider ambition to decarbonise heat at scale.
